<h2>I have been your state representative in Salem for a few terms, but I remain an activist and organizer at heart. While at OSA, I rallied students and young people to help defeat Measure 9, which was a discriminatory anti-LGBTQ+ ballot measure. That was one of my proudest achievements, and to this day I still take time to mentor young people interested in a career in politics and public service.I went on to become a union organizer, first with SEIU Locals 503 and 49, and then with the Oregon Nurses Association. I also served on the board of Basic Rights Oregon Equality PAC, helping to elect LGBTQ candidates and their allies to political office.I was first elected to the Oregon Legislature in 2014, and since then I've served in a variety of leadership roles.<img src="https://run.imgix.net/9abb7406-856c-4c29-b03c-166a469aaeea/32f417f9-d4b0-4fcc-af4c-fb1f87236a4e/32f417f9-d4b0-4fcc-af4c-fb1f87236a4e.jpeg?ixlib=js-3.8.0&amp;bri=0&amp;con=0&amp;sat=0&amp;high=0&amp;shad=0&amp;usm=0&amp;rect=1041%2C621%2C3334%2C3059&amp;w=1500" alt="" caption="" align="right" alignwidth="42" tiltdirection="right" variant="framed">When I served on the Ways and Means Committee in the 2021 and 2022 Session I was able to steer over $1.3 billion in state, federal, and marijuana revenues into a series of behavioral health bills and budgets—one of the largest investments in mental health in Oregon history.As Chair of the House Committee on Behavioral Health &amp; Health Care, I successfully championed House Bill 2002, Oregon's landmark law protecting abortion rights in the wake of Roe v. Wade being overturned by the conservative Supreme Court.I also successfully worked to reform Ballot Measure 110, streamlining funding to health providers who serve our state's most vulnerable residents—and strengthening the courts' role in addressing Oregon's addiction challenges.In 2025, I stood up to protect Medicaid funding. Oregon's innovative Medicaid system is an example for the nation, providing access to quality healthcare for our state's low-income families. On top of that, in 2025 I introduced and passed bills that invested another $100 million into our state's behavioral health system through more spending on residential treatment facilities and workforce development.For the last few years, I've led the way in steering more dollars to arts and cultural organizations, both big and small. Right here in Portland, I've helped get critical state funding to Portland Center Stage, the Portland Art Museum, the Oregon Symphony, and OMSI. I've also helped the High Desert Museum, the Oregon Shakespeare Festival, and the James Beard Public Market (which I can't wait to visit when it opens!)I've lived in Southeast Portland with my husband, Jim, for almost thirty years. I'm the proud father of two Portland Public Schools alums, and proud grandfather to three more prospective PPS students. As the Chair of the House Committee on Behavioral Health &amp; Health Care, Rob Nosse prioritizes expanding access to health care services and making care more affordable. Rob is one of the most vocal advocates in the legislature for universal health care.He also cares deeply about our state's Medicaid system, and led a workgroup that resulted in over twenty bills being introduced in the 2025 legislative session designed to strengthen our Medicaid Program which we also call the Oregon Health Plan(OHP). In 2025, Rob helped pass HB 2010 to protect OHP funding in light of Donald Trump's Medicaid chaos.Rob took on Big Pharma, championing HB 2385 to protect access to prescription drugs for vulnerable Oregonians and rein in unfair contracting practices. Rob also helped pass Senate Bill 951, creating the strongest corporate practice of medicine laws in the country.Lastly, Rob had a hand in passing SB 630, eliminating medical debt from credit reports. That's what Rob is all about: Standing up to powerful interests to pass meaningful legislation that helps help families but especially poor and working families.

As Chair of the House Committee on Behavioral Health and Health Care, Rob Nosse is on the front lines preserving access to care for all Oregonians.

Rob Nosse has never waivered in his support for unions and workers. He spent over a decade as a union organizer with SEIU 503 and then almost another two decades with the Oregon Nurses Association, fighting for higher wages, better benefits, and safer working conditions.Rob continued his union advocacy in the legislature, and he's consistently been a strong voice for working families. In 2023, Rob championed House Bill 2697, Oregon's Hospital Staffing law, to improved nurse-to-patient ratios so Oregonians receive the individual care they deserve.In 2025, Rob proudly voted for Senate Bill 916, guaranteeing striking workers access to unemployment insurance. This law ensures striking workers are able to support their families while negotiating contracts with their employers.Rob also voted for SB 426, combatting wage theft in the construction industry, and he voted to fund new investigators and enforcement resources to ensure unpaid workers receive the payment for their work that they earned.Rob Nosse will always stand with unions and working families as he knows the ability to come together at work and collectively bargain for better wages and benefits and working conditions is among the best anti-poverty programs that exist.

From his days as a union organizer to his service in the legislature, Rob Nosse has never turned his back on workers.

WORKER'S RIGHTS

Rob Nosse is a fierce defender of a woman's right to access reproductive health care including abortion services. Oregon has some of the best abortion laws in the country, and Rob has fought to keep it that way.In 2023, Rob championed House Bill 2002, which was Oregon's landmark abortion access law. This bill solidified our state's support for abortion access and inclusive health care. Oregon is a safe haven for those seeking help who come from more conservative states.Rob will always fight to ensure reproductive healthcare is protected, despite Republican efforts to make abortion illegal elsewhere in the country.

When the Supreme Court overturned Roe v. Wade, Rob Nosse was there to stand up for abortion access.

REPRODUCTIVE HEALTH

It's no secret that Oregon remains in a housing crisis, and Rob Nosse knows this. In the legislature, Rob has consistently voted to build more affordable housing. And he personally takes the time to learn about the unique needs of Southeast and Northeast Portland neighborhoods when it comes to their housing challenges.In 2023, Rob voted for House Bill 611, which was a landmark law that limited rent increases in Oregon. Those protections were extended to manufactured home parks in 2025 (HB 3054).Rob voted for HB 3644, creating a statewide shelter system and ensuring our tax dollars are being used responsibly. Rob also voted for HB 2138 in 2025, cutting red tape to ensure that more housing is built faster. Rob understands it's not enough just to get people off the street—Oregon also has to invest in long-term supportive housing.

Housing is the top issue of our community. Whether it's addressing the immediate humanitarian crisis on our streets or finding long term solutions, Rob Nosse is working hard to address housing and homelessness.

HOUSING

Rob Nosse has never backed down from bullies, and he’s not about to start now. Rob is re-doubling his commitment to opposing the chaos and corruption of the Trump administration.American democracy and our freedom of speech are under attack. Donald Trump has threatened to deploy military troops in Portland. Masked ICE agents are arresting Oregonians without cause. And an out-of-control Department of Justice is being used to punish political opponents.Immigrants are our neighbors, friends, and family — and Rob is 100% committed to defending Oregon’s sanctuary state law.Rob will fight for a law to forbid law enforcement from wearing masks, because Portland doesn’t need secret police in our neighborhoods.And Rob will always stand up for democracy itself. He will never give in to Trump’s attacks on Oregon’s vote-by-mail system or his attempts to intimidate voters. Portlanders recognize authoritarianism when we see it. Rob Nosse will always stand in solidarity with his neighbors and fight to defend our core constitutional rights.

OUR DEMOCRACY

Rob Nosse got his start in Oregon politics as an advocate for higher education funding. In the '90s, Rob Nosse was part of the coalition that fought against Measure 5 and Measure 50. Unfortunately, those two measures passed, and Oregon schools have been paying the price ever since.As the proud parent of two Portland Public Schools graduates, Rob and his husband know firsthand how underfunding schools hurts kids and families.That's why Rob voted for the Student Success Act, which raised $1 billion with a new corporate activity tax and invested all of those funds in our schools.In 2025, Rob voted to invest $70 million in summer learning and make summer learning programs permanent. He also voted for HB 3040, which strengthened the Early Literacy Initiative.Rob ultimately believes that we should find a way to fully fund the Quality Education Model and that the tuition and our state universities and community colleges should be either be significantly reduced or eliminated.

Rob Nosse is a parent of two Portland Public Schools graduates. He knows what parents go through, and is always standing up for better schools.

EDUCATION

Rob Nosse is an openly gay man and has been with his husband Jim for thirty-three years. They met in 1992 and got married in Canada when it became legal to do so in 2002.He has been active on issues important to the LGBTQ+ community since he moved to Oregon.Back in 2015 in Rob's first term in the legislature he helped to pass a bill to ban "conversion therapy" for adolescents and youth.In 2023, Rob was crucial in passing House Bill 2002, which was Oregon's landmark gender-affirming care law.As Chair of the House Committee on Behavioral Health &amp; Health Care, Rob is in a key position in the legislature to STOP bills that discriminate against the LGBTQ+ community. He has successfully stopped Republican bills that aim to target and discriminate against transgender Oregonians from passing.Rob also supported HB 2008, a data privacy protection bill that stops tech companies from selling geolocation data. This bill will go a long way in protecting the privacy of LGBTQ+ people from Big Tech companies.

As an out and proud gay man himself, Rob has personally taken on the fight against discriminatory bills in the legislature.

LGBTQ+ RIGHTS

Rob Nosse has worked for years to stand up more services for people with mental health needs and addiction challenges. With Oregon ranked near the bottom of states in terms of access to behavioral health services, his philosophy is simple: we need more providers of mental health care of all kinds so that there are more appointments and thus more treatment and care is delivered and given.In 2022, Rob championed one of the largest behavioral health rate increases in Oregon history for providers on Medicaid. But the work didn't stop there. In 2023, Rob passed House Bill 2513, which cleaned up administrative challenges related to Ballot Measure 110. HB 2513 got more dollars into the hands of providers quicker. In 2024, Rob served on the Joint Committee for Addictions and Community Safety Response, where he helped pass HB 4002 in order to get the balance right on BM 110 when it came to providing care and treatment and curtailing public drug use.Rob kept up his leadership in 2025, investing a combined $70+ million in Oregon's behavioral health system through building more residential treatment facilities and building the behavioral health workforce pipeline. (HB 2015, HB 2024, HB 2029)Rob remains laser-focused on expanding access to behavioral health services in every corner of our state.

Rob Nosse has a record of pushing more resources into our state's behavioral health system.

BEHAVIORAL HEALTH

Rob Nosse knows that climate change isn't just a scientific theory—it's a scientific fact. That's why, year after year, Rob Nosse has voted to address climate change and protect Oregon's natural beauty.Passing legislation to address climate change has not been easy in Oregon. Too many times the opposition to policies that get at this challenge are blocked or stalled. There have even been walk outs to stop the passage of bills. But Rob knows we have to keep trying as our environment and way of life depend on it.In 2025, Rob introduced House Bill 3314, which aimed to permanently end toxic algae blooms in the Ross Island Lagoon. Sadly, the bill died in the legislature, but Rob won't give up the fight to protect our river and natural spaces.As climate change has made devastating wildfires more dangerous, Rob stands with communities and families who have lost their homes. Rob voted for HB 3490, which raised money for for wildfire victims by taxing oral nicotine pouches. Rob also voted for an additional $250 million in relief for victims of wildfires.Rob Nosse has a lifetime score of 99% from the Oregon League of Conservation Voters.

It's a scientific fact that our planet is getting hotter each year. Rob has stood up to stem the tide of a warming climate and make Oregon an even darker shade of green.
